The leader of the Shiite militant group Hezbollah says he is ready for "open war" on Israel after the assassination of a top Hezbollah commander, wanted for deadly attacks against Western and Israeli targets. Hassan Nasrallah made his remarks in a fiery speech broadcast today to thousands of Hezbollah supporters in Lebanon's capital Beirut. Nasrallah spoke at the funeral for Hezbollah commander Imad Mugniyeh who was killed in a car bombing in Syria's capital Damascus late Tuesday. Hezbollah and its top ally Iran have accused Israel of orchestrating the car bombing. However, Israel has denied involvement. However, Israel has put its embassies and other interests around the world on high alert today, fearing revenge attacks.

 

Iraqi and US officials say Iran has postponed an expert level meeting with US representatives on improving Iraq's security situation. Tehran has not given a reason for the decision and no new date has been set. The Associated Press News Agency quotes the US Embassy spokeswoman Mirembe Nantongo as saying it is increasingly clear that Iran is not ready to sit down for talks.

 

Foreign troops have sealed off the village outside the East Timorese capital of Dili as they hunt for the people who attacked the country's top two leaders, and seriously wounded President Jose Ramos-Horta. An Australian military spokesman Major Phil Pyke, said today the military operation began after what he called "persons of interests" were identified in the village.

 

President Bush will set the stage for his upcoming trip to Africa in a speech this morning in Washington. VOA's Paula Wolfson reports from the White House. 

                       
This will be the president's second trip to Africa. White House National Security Advisor Stephen Hadley says the trip will underscore America's commitment to the region-starting with efforts to fight dangerous diseases and foster economic growth and development. "The American people can be proud that many of our innovative programs are making a real difference." The president's travels will take him to Benin, Tanzania, Rwanda, Ghana and Liberia. Hadley says the president's talks with leaders in these countries will also focus on efforts to resolve ongoing conflicts in Africa, including the crisis in Kenya. "First step is for the parties to agree to stop the violence. Second step is to facilitate humanitarian assistance, and then third work out a power-sharing arrangement." Hadley indicated the president will mention Kenya in Thursday's address at the National Museum of African Art. Paula Wolfson, VOA news, the White House.
                                         
India is considering lifting certain trade duties with African countries. The move is aimed at countering China's increasing business ventures in the resource-rich continent. VOA's Steve Herman reports from New Delhi.
               
Government and industry sources here say India is planning to announce a major trade and investment plan when it hosts an unprecedented summit with African countries in early April. Under consideration: duty free imports of some items from Africa. The deputy director of the Confederation of Indian Industry, Shipra Tripathi, says relaxation of duties and quotas should be limited to sectors mature enough to handle such a change. "Probably gems and jewelry or the traditional sectors that we've had in terms of industry. they're already entrenched. They have active players in those fields who have a global presence and a global reputation. If we were to look at having a free-trade agreement in terms of textiles, we will kill the textile industry, whatever exists in African countries. ' The African Union has selected 14 member countries that will send heads of state to New Delhi this April for the first-ever India-Africa forum. The French military says it delivered ammunition to the Chadian army during a rebel assault on Chad's capital of Ndjamena early this month. The French Defense Ministry said today that French forces took part in the transfer of munitions to Chad from other countries. Speaking to reporters in Paris, the spokesman said Libya may have been among those countries.

 

Russian President Vladimir Putin has again warned that Russian missiles will be pointed at Ukraine, the Czech Republic and Poland if US missile facilities are deployed there. Mr. Putin also said Russia did not plan a conflict with the West and would not point its missiles at any state unless it was forced to do so. His comments came at his first annual news conference before he steps down in May.

Hezbollah and its top ally Iran have accused the Israel of orchestrating the car bombing. However Israel has denied the involvement. However Israel has put its embassies and other interests around the world on high alert today, fearing revenge attacks.

Iraqi and U.S. officials say Iran has postponed an expert level meeting with U.S. representatives on improving Iraq's security situation.
