disagree again. I think this sentence does make sense. "instruments" (are) "estimating" within the whole sentence "Officials say...." is grammatical. That's my personal view.

the verb "say" should be followed by a CLAUSE, not some completent structure. you can "see the intruments working", you can "make the instruments work", you can even "hear the instruments operating" or "expect the instruments to function"... but you can only "say (that) the intstruments are estimating..." nobody can "say the instruments estimating..."

the "only one" predicate "say" is the the main clause, but for the subordinate clause, we need another predicate

aha, I got your point.  My original view was flawed (the sentence is ungrammatical) and thank you for pointing out, by the way, there is an "are" in the sentence, and it cannot be omitted. So I firmly believe the correct version of that sentence should be "Officials say the instruments on the space agency's Mars Reconnaissance Orbiter are estimating the newly discovered ice is 99% pure."  Thank you again.
