新闻背景:

国际奥委会官方宣布,不会全面禁止俄罗斯国家队参加2016年的里约奥运会的比赛,但是任何不符合规定的、曾经被检测出服用过违禁药物的运动员,都不允许参加里约奥运会。

之前,英国媒体《每日邮报》曾报道,国际奥林匹克委员会准备对整个俄罗斯代表团实行禁赛,代表团387名运动员将无法出战里约奥运会。

俄罗斯奥委会主席朱可夫亲赴洛桑陈词并作出郑重承诺,保证每一名亮相里约的运动员都是清白的,而俄罗斯运动员在过去半年接受外国反兴奋剂机构检测的结果也确实显示,3000多例尿检样本全为阴性。国际奥委会表示,考虑到时间紧迫以及俄罗斯方面的诚意,因此不会剥夺那些进入最后备战阶段的运动员参加奥运会的权利。这意味着,除了田径队已经被国际田联明确禁赛之外,其他项目的俄罗斯运动员还是有机会站在里约奥运会的赛场上的。

  Every human being is entitled to individual justice. There we have first set the bar to the absolute limit for how Russian athletes can achieve to compete in Rio. All of them have to meet individually these number of various strict criteria we have established today .
  All athletes implicated in the report would be banned, as will anyone previously convicted of doping, even if they have served their time. All Russians must be subjected to rigorous out of competition testing despite there being only twelve days until the games begin.And independent arbitrators will assess each case.
In Moscow,the decision was welcomed by the very man accused of overseeing the government doping system.
It's important that this is the only decision for the members of the Olympic family.Doping is a worldwide evil, not only a Russian one.And we can cope with the problem only by joint working with international and state institutions and with public opinion.
Russia's doping systems help corrupt the Olympics here in London, and the Sochi Winter Games in 2014, and has now implicated athletes in twenty of the twenty-eight sports that will feature in Rio. This decision may anger those who believe that Russia has quite simply held the Olympic movement in contempt.

I feel real sorry. I don't think anyone should be put in that position in terms if he is a clean athlete. It's hard, it's difficult. But at the same time, as a country, they've done something wrong, so I don't know.
