Live from NPR News in Washington, I am Jeanine Herbst.

The Pentagon says President Trump has authorized the deployment of US forces to Saudi Arabia after the attacks on Saudi oil facilities that Trump blames on Iran. Secretary of Defense Mike Esper. "As we have seen the Iranian regime is waging a deliberate campaign to destabilize the Middle East and pose costs on the international economy. In recent month, Iran is increasing its military activity to direct attacks and support to its proxies in the region." The Pentagon says that they have not decided on specific units to sent to Riyadh and that the deployment will be "moderate".  

President Trump is demanding that European allies take custody of their nationals captured in Syria and Iraq as ISIS fights. As NPR's David Welna reports Trump also ruled out using the US military prison at Guantanamo Bay, Cuba for holding those captors.

As a candidate, Trump promised to load Guantanamo up with what he called "bad dudes". Still, he told reporters at the White House that many of the ISIS fighters being held should be sent back to the European nations they came from. "Because the United States is not going to have thousands and thousands of people that we've captured stationed at Guantanamo Bay, held captive at Guantanamo Bay for the next 50 years and us spending billions and billions of dollars," Trump said those countries should receive and trial those fighters. "So far, they've refused, and at some point, I'm gonna have to say I am sorry. But you either take them back or we're gonna let them go at your border." California and a coalition of other states are suing the Trump administration over its decision to revoke California's ability to set its own tailpipe emission standards. NPR's / reports this lawsuit could make its way all the way to the Supreme Court.

California has a unique ability to set its own tailpipe emission standards under the Clean Air Act. For nearly 50 years, Democratic and Republican administrations have affirmed that. But the Trump administration is challenging that waiver as part of a larger back-and-forth fight over national fuel economy standards. In an interview with NPR, EPA Administrator Andrew Wheeler says that he hopes California's challenge will reach the Supreme Court. "In the Supreme Court, I uphold what we are doing, unlike the previous administration. We are closely following the statutes, and we are closely following the Supreme Court's decisions." A number of legal experts have questioned the administration's ability to revoke California's waiver. Soon, courts will weigh in on their own. /, NPR News.

Wall Street was lower by the closing bell. The Dow down 159 points at 26,935, the Nasdaq down 65 points at 8117, the S&P500 down 14 points to close at 2992. For the Nasdaq, it was down 0.8%.

The Metropolitan Opera New York City is getting ready to produce an opera written by a black composer for the first time in the organization's 136-year history. St. Louis Public Radio's Jeremy Goodwin reports the opera is composed by Grammy-winning jazz artist Terence Blanchard.

Blanchard wrote the piece with the British Cathy Lemons and based on the memoir by New York Times columnist Charles Blow. It's called "Fire Shut Up in My Bones." The opera's creators are all African American. Opera Theatre St. Louis staged its first production in June. At the time, Blanchard said he's writing roles for black artists working in the predominantly white world of opera. "We know that when it comes to experience in the music world, we are not the first star that comes to your mind. You know that. But we are trying to crack that shell because let me tell you, man, there are a lot of talented singers out there. The Mat says its music director Yannick Nézet-Séguin will direct its production, possibly as soon as 2021-2022 season. For NPR News, I am Jeremy Goodwin in St. Louis.

A popular random meatless burger is making its way into retail stores. Impossible Foods, which makes plant-based burgers sold at many fast-food restaurants, debuted at a California-based grocery today. And there are lots of competition in the growing plant-based meat substitutes space, including Beyond Meat, which went public in May. Impossible Burgers plans to sell the product in grocery stores around the country starting next year.

Crude oil prices ended today flat at 58.09 dollars a barrel on the New York Mercantile Exchange.
