A National Security Council official testified he raised concerns about President Trump's call with the president of Ukraine, but the official said he did not think Trump did anything illegal. NPR's Ayesha Rascoe reports the testimony largely corroborated other witnesses' accounts of the administration's conduct toward Ukraine.

Tim Morrison is a top Russia official for the National Security Council. He was on the call between President Trump and Ukrainian President Volodymyr Zelensky. In his prepared remarks, Morrison said he asked NSC legal staff to review the rough log of the conversation. During the call, Trump pressed Zelensky to work with his personal attorney Rudy Giuliani to investigate Trump's potential presidential rival, Joe Biden. Democrats call that an abuse of power. Morrison said he was worried the content of the call would leak and affect the bipartisan support for Ukraine in Congress. He also said he did not think anything illegal had been discussed. On the heels of the passage of an impeachment resolution by the House today largely along party lines, House Minority Leader Kevin McCarthy is accusing his Democratic colleagues of discrediting democracy. Divided House passed a measure today that does not call for the president to be impeached, but rather sets up rules for the next stage of the process including public hearings. The measure passed almost entirely along party line, 232-196 with no Republicans voting in favor. Trump is accused of abusing the power of his office in an effort to get the president of Ukraine to launch an investigation into one of Trump's political rivals.

The Census Bureau has released early findings from its test of public reaction to now-blocked citizenship question that the Trump administration wanted to add to the 2020 Census. NPR's Hansi Lo Wang reports preliminary results show that the question would not have had a significant effect on the response rates to the census.

You would see a citizenship question on the 2020 Census forms. But earlier this year, the Census Bureau pushed forward with gauging public reaction with the national experiment that used test forms that included the question "Is this person a citizen of the United States?" The bureau says earlier finding shows the question would not have had a major impact on the likelihood of whether households would fill out a census form themselves. The Trump administration is moving forward with compiling government records on citizenship. President Trump has said he wants state redistricting officials to have access to the detailed citizenship data when redrawing voting districts. A GOP strategist had concluded using that data would politically benefit Republicans and non-Hispanic white people. Hansi Lo Wang, NPR News, New York.

Ford, the latest of the major US automakers, has reached a tentative contract with its workers. The UAW says the deal costs for Ford to invest six billion dollars in US facilities. Negotiations are based on a template reached over a five-week strike by GM workers.

On Wall Street, the Dow was down 140 points.
