What he's looking for is an exchange to lower the federal spending by the amount the debt limit has increased.

Question: How to understand the bolded part in the above sentence? It appears in NPR 2011-05-16. The whole passage is as follows: Political posturing is beginning in earnest over the federal debt limit. House Speaker John Boehner says there's no reason for negotiators to wait until the eleventh hour to reach an agreement. He says he's ready to cut a deal now. What he's looking for is an exchange to lower the federal spending by the amount the debt limit has increased.

Another question: what is political posturing? Is it just an assemly of politicians?
The former head of the International Monetary Fund Dominique Strauss-Kahn has been granted $1 million bail by a New York court. The court also ordered he be held under home detention with 24-hour electronic monitoring. Strauss-Kahn will have to spend another night in jail before he’s released.

上句中,“he be held ",不理解为什么要用be原形,是强调吗?

(1)To my understanding, the federal spending should be lowered by a certain amount, which is expected to be equal to the amount the debt limit has increased by.

(2) According to Longman Dictionary of Contemporary English:
posturing [uncountable and countable]
formal

1
when someone pretends to have a particular opinion or attitude: He dismissed the Senator's comments as 'political posturing'.

As for political posturing, it means"taking a position on an issue strictly because it is politically advantageous to do so. For example, being against something solely because the other side is in favor of it."

And the NRL State of Origin series kicks off tonight in Brisbane. The Queensland side is heavily favoured to build on the  five-series winning streak. And despite some injuries are sporting and experienced line-up. But the New South Wales Blues say they couldn’t be any better prepared.

The Queensland side is heavily favoured to build on the five-series winning streak, and despite some injuries are sporting an experienced line-up.

are的主语隐含在some里面.the Queensland side的确是is,是指整体.some injuries引出了队伍里某些人受伤了.为了对称some injuries,这里省略了they or the Queensland side所指的队伍名称,而英文里表达队伍名称时可以这样变化:例如UConn Husky=The Huskies,用The Huskies的时候be动词就用are了.sport这里应该是vt. to display or show off.
sport => to wear, to display, to have, to possess, to feature, to boast (in a proud sort of way)
有的时候有一定道理可讲,比如The Cabinet is divided (是一个整体才可以divide),The Cabinet are agreed (两个人以上才谈得上agree),有的时候就纯粹是个人喜好

An email naming and shaming Malcolm Turnbull for not turning up for some parliamentary votes has left some senior Liberals squirming. It’s reignited tensions between Mr Turnbull and his leader Tony Abbott. In an uncomfortable doorstop, Treasury Spokesman Joe Hockey denied there was a kerfuffle.

A special report in The Economist magazine describes Australian politics as a “non-stop Punch and Judy show”. [b]The less-than-flattering profile called “No Worries” describes the debate over asylum seekers as “hysterical stuff”. It says the current crop of Australian politicians couldn’t pull the skin off a rice pudding. But the report says there is some talent in our political ranks including Malcolm Turnbull and Labor Minister Greg Combet.

An email naming and shaming Malcolm Turnbull for not turning up for some parliamentary votes has left some senior Liberals squirming.

In an uncomfortable doorstop, Treasury Spokesman Joe Hockey denied there was a kerfuffle.

The less-than-flattering profile called “No Worries” describes the debate over asylum seekers as “hysterical stuff”.
