首先确定没有in，这是原文：http://news.bbc.co.uk/2/hi/8589529.stm，在灰色的框里
然后说我的看法，in an attempt是一个习惯搭配，但是它的主语通常是人或者说至少是具有行动力的比如机构什么的，而且主句一般在后面，照你这样划分的话，as an attempt也许更合适，但是我猜这是听写当中出现的一个问题，as和in应当不至于听错，所以。。

1.You refer to official rules and procedures as red tape when they seem unnecessary and cause delay.
可以理解为繁复的手续

2.them应该是指那些办事的官员吧，至于为什么这个就要看看完整的报道才知道了
