这两个问题的性质是一样的，都主要是词没明白而已，稍微说下就清楚了。第一句，targets表面上的意思，就是Tea Party在选举的时候要完成的事情，但是你看下，这里的hero和target是对应的，而hero在这里肯定是指的自己党内参选的人，那么target肯定不是指事情，而是指人，这里是指，在选举中要拉下台的现任官员们，换句话说，Tea Party列出的表上，清楚的表明了自己觊觎的职位~~你问的那句话，正好是解释了target这个词的意思：茶党把他们希望在选举中赶下台的人列在表中的“目标人物”中。

第二句依然是词没懂，tap into其实就是“产生”的意思，只不过这里的“产生”不是自发的，而是因为外在的事件影响(俄克拉荷马爆炸案)，产生的愤怒情绪，这种情绪没有减弱，反而渐渐增加，影响句子理解的就是后面两个词militias和hate groups，这两个词都是名词，其中的hate可不是动词哦，分别代表了一个运动的名称，和一类组织的名称，前一个的完整称谓应该是：Militia movement，后一类组织的单数就是Hate Group，这两个词，其实不用知道他们的具体意思，就应该能从并列连词and中推断出来，肯定都不是干什么好事的。概括的说，前者反政府(只是对政府的某些法案极度不满，比如第二修正案中的关于携带枪支的条款等等)，后者反社会，从名字就能看出，这类组织仇恨世间万物，哎╮(╯▽╰)╭。如果你还想问一下，为什么这里提militia，那是因为俄克拉荷马爆炸案的元凶，Timothy McVeigh就是这个“民兵运动”的热情拥护者~~这句相信能够理解了吧。由于主播用了些口语表达，所以这里的语法不是那么典型，把握逻辑关系就成~这起爆炸案同时激起了民愤，民愤日益高涨，他们讨厌那些“民兵运动”，讨厌那些“仇恨组织”。

对于tap into我有不同的理解，我认为此处tapped into等同于下文的opened people's eyes to。
tap的基础含义是水龙头，最初的动词用法应当和以下做法有关：在木制酒桶的侧面凿开一个孔然后安装一个戴龙头的塞子以便把酒慢慢放出来，其他含义都是逐渐由此引申而来，比如搭电线偷电，比如搭电话线窃听，比如割树采胶，比如开拓新市场，比如从某处获得资金来源。tap into的一种解释是to establish a connection with; have access to，但是其中通常隐含有to exploit的意思。所以我认为CNN此处的用法是非典想的。
