这里应该是overtaking 吧。 overtake vi. 超车。说当车子迎面撞上骑自行车的人群时，车子开得飞快还在超车。

这个句子如果把rival和competing这两个词抽出的话就很好理解了，回想一下Ivory coast的两个总统候选人各不相让都宣称自己是竞选胜利者，考虑到这个背景，这两个词就应该不难理解了。当然理解归理解，若想译好并不容易。另外，总统只能向议会提出政府组成人员名单，而并不能直接任命，因而才用了name这个词。
