一位nativespeaker（不是VOA的Nativespeaker大虾哈）给出的回答：

"Hot steel" refers either to literal bullets or to literal bombs. In other words, cyberwarfare won't eliminate the need for the old-fashioned type.

 议会辩论很正确呢。在翻译时，偶以为完全可以把floor省略。

cap做名词只有上限和帽子的意思。这段话偶无法理解

 

偶以为这边的cap应该是capped,做动词用.做“被冠以”的意思。

之前因为听到前面有个a的音，把capped当做形容词给误解了。

在听了几遍后，认为北星MM的解释的对的。

 

the move capped a... week. 

 

这个cap是主动式的。反过来也可以说The week was capped by ......

 

至于前面这个似乎a/uh的音，应该是没有意义的

reward 这里似乎有褒词贬用的感觉。
