Many economists say the Federal Reserve could cut the lending rate by as much as one percentage point to two percent. The move would help fight a financial crisis in the United States and help the weakening economy. American Treasury Secretary Henry Paulson admitted Tuesday that the American economy is showing signs of recession. He said that policymakers are working to aid the financial market so the economic situation does not get worse.

 

[2] In Washington, the Supreme Court of the United States says it will decide if broadcasters can use words usually considered offensive in society. The court announced it will examine and better define government rules on the use of profanity. At issue is whether the Federal Communications Commission can punish broadcasters when people use such words unexpectedly. The high court has not ruled on the issue in 30 years.

 

[3] American Secretary of State Condoleezza Rice says no agreement has been reached with Russia on a proposed American missile defense system in Europe. But she said the two sides have agreed to create a document on how to structure arms reductions. Ms. Rice spoke in Moscow after meeting for a second day with Russia Foreign Minister Sergei Lavrov. Both she and Mr. Lavrov described their talks as useful and productive. The United States plans to deploy ten missiles in Poland and guidance radar technology in the Czech Republic. Russia opposes western missiles near its borders.

 

[4] Vice President Dick Cheney has urged a top Iraqi Kurdish leader to help pass laws leading toward national unity. Mr. Cheney met with Kurdish leader Massoud Barzani in the city of Irbil in the Kurdish area of northern Iraq. He told Mr. Barzani that the United States depends on him to help build new security relations between the United States and Iraq. Vice President Cheney is on the second day of a visit to Iraq. Mr. Barzani told Mr. Cheney that the Kurds firmly support Constitutional Rule in Iraq. He also said they will continue to play a helpful part in building the country.

Officials say the explosion does not appear to be linked to the political problems of President Gloria Arroyo. The explosion was also near the La Consolacion College in the capital. Police suspect a clash between opposing student groups caused the explosion. They are searching for a suspect.
