The president acknowledged the widespread opposition to the war and the cost associated with fighting it, but he also insisted that it was the right decision.

“Because we acted, the world is better and the United States of America is safer.” Mr. Bush tied the war in Iraq to what he described as the broader war on terror. He also told Pentagon employees that he won’t commit to any further withdrawals from Iraq past next July. That would leave roughly 140,000 U.S. troops in the country.
