I'm David Deforest, from the VOA News Center in Washington.

 

Iraqi Prime Minister Nouri al-Maliki is ordering Shiite militants fighting government forces in the southern city of Basra to surrender their weapons within three days or face the consequences. Mr. Maliki issued the ultimatum from Basra today where he is supervising a military operation against Shiite militias. Iraqi officials say at least 40 people have been killed and at least 200 wounded in two days of fighting in the city. Meanwhile, officials say fighting in Baghdad's Sadr City district has killed at least 14 people and wounded at least 100 others.

 

In Washington, President Bush is to visit the U.S. Defense Department today for closed-door talks with top officials on whether to continue reducing troop levels in Iraq or take a pause to see if recent gains in Iraq's security hold.

 

French President Nicolas Sarkozy has begun a state visit to Britain aimed at improving cooperation on defense, immigration and economic policies. Queen Elizabeth welcomed the French leader and his wife to Windsor Castle. Ahead of Mr. Sarkozy's address to both Houses of Parliament, he will hold talks with British Prime Minister Gordon Brown on Thursday.

 

Officials in the government of South Korean President Lee Myung-bak say they will back a United Nations' resolution critical of human rights abuses in North Korea. VOA correspondent Kurt Achin reports.  
 
South Korean foreign ministry officials confirmed Wednesday Seoul will support the measure, expected to come to a vote in the United Nations' Human Rights Council later this week. Several similar measures in previous years is based on the reporting of UN-appointed special researcher Vitit Muntabhorn, a Thai legal scholar. Vitit's latest report delivered last month, accuses North Korea of imprisoning entire North Korean families under "appalling" conditions. It also says the North makes "extensive use of torture and public executions." Kang Suk-hee, secretary for human rights at the South Korean Foreign Ministry, says Seoul approves of Vitit's work. He says one of the reasons South Korea favors the measure is because it will reappoint Vitit for another one-year term. North Korea has always denied having any human rights problems, whatsoever. The North foreign ministry has denounced Vitit as "a mouthpiece for hostile forces" who seek to disrupt North Korea's government, " using human rights as an excuse." Kurt Achin, VOA News, Seoul.

 

Egypt says President Hosni Mubarak will not attend an Arab summit in the Syrian capital Damascus this week. Egyptian Foreign Minister Ahmed Aboul-Gheit told the state News Agency today that a lower level cabinet minister will head the Egyptian delegation instead. The two-day summit which began Saturday is typically attended by heads of states from the participating Arab countries. Egypt's move follows an announcement Tuesday from Lebanon that it would boycott the summit. On Monday, Saudi Arabia announced its King Abdullah will not be attending the summit.
 
The government of the Comoro says it will install an interim administration on the island of Anjouan by the end of the week, following the overthrow of the island's self-proclaimed leader on Tuesday. Comoran Foreign Minister Ahmed Gaffar tells VOA organizing a free and fair election is a priority for the government.
