It’s 15:30 universal time. I am Steve Ember in Washinton.

1. Governments around the world are offering to help Burma deal with the affects of the deadly cyclone Saturday. The United States, China and the European Union have all promised money and emergency supplies. India has sent two navy ships with food, medicine and other supplies. The first air plane carrying foreign aid arrived at Rangoon Tuesday from Thailand. Burmese officials now say the cyclone killed more than 22,000 people. About 41,000 people are reported missing. That number is expected to rise. The storm left hundreds of thousands of people without shelter. Many people are without food and drinking water.

 

2. Chinese President Hu Jintao has arrived in Japan for a 5-day good-will visit. It is the first trip by a Chinese President to the country in 10 years. Before leaving Beijing Mr. Hu said he looked forward to a friendly atmosphere during his visit. He also said he believes the two nations can settle a dispute over oil drilling rights in the East China Sea. Mr. Hu and Japanese Prime Minister Yasuo Fukuda are expected to discuss climate change, economic cooperation and other issues.

 

3. The Tibetan government in exile says recent talks between its representatives and Chinese officials were a good first step. One of the Tibetan representatives Lodi Gyari described the talks as honest. He also confirmed that a second sect of meeting would be held. But he did not say when or where the meeting would take place. Chinese Foreign Ministry spokesman Qin Gang said the talks were only a beginning. He also blamed the Dalai Lama for the recent unrest in Tibet. The Tibetan spiritual leader had denied the claim.

 

4. A suicide bomb attack in Pakistan has killed at least 3 people. Police officials say a man on a bicycle exploded his bomb after being stopped by police at a security position in the northeastern town of Bannu.A policeman was among the dead. The attack is the second since Pakistan’s new coalition government began targets with militants led by Benazir Bhutto.He is accused of plotting the murder of former Prime Minister Benazir Bhutto. Benazir Bhutto has been linked to the Taliban and the al-Qaeda. He declared to cease fire during the talks. He has since said no peace agreement is possible until Pakistani troops withdraw form tribal areas near the Afghan border.

 

5. Russia and the United States’ officials signed a civilian nuclear agreement. American ambassador Williams Burns and Russia’s top nuclear officials signed the agreement Tuesday in Moscow. The signing came on the last day of the term of Russian President Vladimir Putin. The agreement will permit businesses from Russia and the United States to expand nuclear trade between their countries. Both the United States’ Congress and Russian Parliament must prove the agreement. Nuclear cooperation between the two countries has slowed in recent years because a disagreement over Iran’s nuclear program.
