Zimbabwean opposition leader Morgan Tsvangirai says he will not take part in Friday's presidential run-off poll because of escalating violence against his supporters. Speaking Sunday to reporters in Harare, Mr. Tsvangirai said his Movement for Democratic Change can not ask supporters to vote when doing so could cost them their lives. He rejected the election as a "Vision Lobby, Illegitimate Sham," and accused backers of President Robert Mugabe of killing 86 MDC supporters in recent weeks. "The joint operation’s command / is in joining a violated campaign to the subject we relocated the people, the Central Intelligence Organization, the CIO, is designed to call it operation to destabilization." Officials are also saying the run-off will go ahead as planned unless Mr. Tsvangirai officially notifies the electoral commission that he is dropping out. Mr. Tsvangirai said he will announce his next move on Wednesday.

 

 

More than 700 people are missing in the Philippines after a passenger ship capsized during typhoon that had already claimed more than 200 lives. The Philippine coast guard found the capsized ferry Sunday with only its keel out of the water. So far, only 4 survivors from the ferry have been found and the bodies of 4 victims have been recovered.

 

 

Saudi Arabia says it's willing to produce more oil if consumers needed to help ease energy crisis that had caused social and economic turmoil all around the world. The Saudi Oil Minister, the world's largest oil export, has said the exporter could produce another 2.5 million barrels a day if consumers requested. That will be an addition to plan to boost Saudi Arabia's daily oil output next month by 200,000 barrels to 9.7 million barrels. The offer is part of a broader plan that Saudi King Abdullah presented to oil producers and consumers gathering in Jiddah to address the energy crisis. British Prime Minister Gordon Brown also attended the summit and he suggested the way to help oil consumers and producers become less dependent on oil. "I propose that Britain and other oil consumers should open our markets to new investment from oil producers, in all forms of energy, including renewables and nuclear, providing oil producers with a long-term future in non-oil energy." The Jiddah oil summit wrapped up on Sunday with the statement coming of improve transparency and regulation of financial markets.

 

 

Iraqi authorities say a female suicide bomber has blown herself up near a government compound near Baghdad, killing 15 people and wounding 40 others. The woman detonated her explosives vest in Baquba near a heavily guarded area that includes government offices and a courthouse.

 

 

Israel has now started easing its blockade of the Hamas-ruled Gaza Strip under a truce agreement reached last week. Robert Berger has the latest from our Jerusalem bureau.

 

About 90 trucks of food and other supplies were sent across the border on Sunday, up from a daily average of 60 to 70 before the ceasefire. The shipments include milk, fruit and vegetables. Other goods like cement, which has been banned under Israel's crippling blockade of Gaza, are supposed to be allowed in next week. Israeli spokesman Mark Regev. "If the quiet is sustainable, and I hope it will be, then in the coming days you will see the gradual easing of the sanctions on the Gaza Strip," Robert Berger, for VOA news, Jerusalem.

 

 

In Lebanon, official say fighting between government supporters and opponents in Lebanon's second-largest city has killed four people, including a policeman. Another 30 people were wounded Sunday in the northern city of Tripoli as rival factions battled each other with machine guns and rockets.

 

 

The main militant group in Nigeria's oil producing Niger Delta is said it will observe a unilateral ceasefire beginning Tuesday midnight. In an email sent to news media Sunday, the movement said it's respecting an appeal from the Niger Delta // to get peace and dialogue another chance.
