or perhaps "relaxed muscles" is considered a single concept here? like dollars in "100 dollars is enough" or persons in "two's company, three's a crowd"?

well, i did a google search on "muscles means", and got some meaningful hits. not quite as convincing, i must say, because some obviously are from non-native english speakers.
but consider this: more muscles means less fat. a singular verb sounds natural here. the sentence could well be rephrased as "having more muscles means having less fat", but the latter seems a bit, shall we say, unwieldy?
btw, thanks for your kindness, princess moderator~

The Shaolin monks of China are famous for fighting skills and acrobatics, but above all, for their ability to somehow manage their senses. Does these really not hurt or do they just not mind the pain? To prepare themselves for their grueling acts, the monks use one of the oldest forms of pain control, meditation. “We have to focus 100 percent. We need willpower to change  our 气, our spiritual energy. When we meditate, we channel this spiritual energy throughout our body.” Meditation starts by changing how the body works: the heart slows, pumping less blood; the muscles relax. Relaxed muscles means less tension, which means less pain. But the strangest effect occurs in the brain. Astonishingly, although the brain is still alert, meditation lessens the emotional reaction to pain. It’s like turning down the volume. So when pain sensations hit, they have little effect. That’s how the monks can tolerate what for anyone else would be extraordinary pain.

It has to focus 100%,we need really power to China 'qi',our spirit energe. We met meditate, we channeled these spirits of energy throughout our double bodies.
Meditation starts by changing how the body works, the heart slows, pumping less blood. The muscle relaxed ,relaxed muscle means less tension which means less pain. But the strange of effect occurs in the brain.
Astonishingly, although the brain is still alert, meditation lessens the emotional reaction to pain .It's like turning down the volume, so when pains and sensing hit, they have little effect. That's why the monks would tell anyone else would extraordinary pain.
