President obama has signed legislation to refrom the heath care system in the United States.The main goal is to ensure about 32 million additional people .That is about 95percent of the americans who are not already coverd by medicare the government insurance programme for older people .About 16 million people will be added to medicare . The government health plan for the poor . The law will require amerians to have health insurance with a few exceptions or pay a fine starting in four years . Also in four years employers with more than 50 worksers will have to offer their emplyee's a health insurance plan.Employers will pay a fine for each unensure worker .Smaller businesses will receive tax credits to help pay for health plans ,people are not covered by employer plans Medicaid or Medicare could buy health insurance in market places called exchanges.,the idea is that competitions among plans will drive down costs .States will provide the exchanges by 2014 .The law is the biggest change in american health care since 1965 ,but it is not a government operated health care systm like the one in others countries. President Obama says it provides limitted reform:This is radical reform ,but is major reform ,the ledislation will not fix everyting the else are health care system , but it move us the ** of right direction. Bary arbakou is the chief executive of a non-profit menorial care health system in southern valley california, he says the new law gets the issue of health reform moving ,but he notes it is mianly health insurance reform .He says law makers will have to reform the way health care is provided that means fouding ways for a hospitals, doctors and others providers to work together more effectively .Mr Arbok also would like to see more attention on prevention so fewer people need costly medical treatment .The law is expected to cost about 940 billion dollars over 10 years .However the Obama adminstrations says the plan will cut the nation's budget deficit by more than 100 billion dollars during that period .Last year the United States spended two and half trillion dollars on health cares ,this was an increase above more 6%from the year before ,and that is the VOA speacial economics report .written by mario ritto ,I am steve Ember |
