This is VOA Special English Economics Report. President Obama has signed legislation to reform their health care system in the United States.The main goal is to ensure about 32,000,000 additional people. That is about 95% of the Americans who are not already covered by medicare the government insurance program for older people.About 16,000,000 people will be added to medicade the government health plan for the poor.The law will require Americans do health insurance with a few exceptions or pay a fine starting in 4 years. Also in 4 years employers with more than 50 workers will have to offer their employees a health insurance plan. Employers will pay a fine for each uninsured worker. Smaller businesses will receive tax credits to help pay for health plans.People not covered by employer plans, medicade or medicare could buy health insurance in market places called exchanges. The idea is that the competition among plans will drive down costs.States will provide this exchanges by 2014.The law is the biggest change in American healthcare since 1965, but it is not a government-operated healthcare system like the ones in other countries.President Obama say it provides limited reform. This is a radical reform but it's a major reform.This is like just we must face everything that else our healthcare system, but it moves us successfully to a right direction.         
Bary Arbago is cheif excecutive of the non-profit Mamoria Care Health System in southern valley, California.He says the new law gets the issue of health reform moving, but he notes it is mainly health insurance reform.He says lawmakers will have to reform the way healthcare is provided. That means  finding ways for hospitals, doctors and other providers to work together more effectively.Mr. Arbago also would like to see more attention on prevention, so fewer people need costly medical treatment. The law is expected to cause about 940 billion dollars over 10 years.However, the Obama administration says the plan will cut the nations budget defecit by more than 100 billion dollars during that period.Last year the United States spend 2.5 trillion dollars on healthcare.This was an increase above almost 6% from the year before.
