The problem is greatest in countries people must often pay directly for services.A new report says these costs push 100,000,000people in to poverty each year. Aging populations are one reason why healthy costs are rising, also many people are getting chornic diseases,like heart disease ,that require long term treatment .And the new treatments for health conditions are more costly than old ones.This year's world health report offers the guildiline to strike the health finicial system and make the services available to more people.The report says about 100,000,000people do not get the care they need because it causes too much or it is unavailable.WHO director general says no one should have to risk the finicial ruin to take care of their health .David agrees.He is the director of health system finicialing for the WHO,which is part of the United Nations.But one of reports says it not just acceptable,but it is not necessary,something could be done about it,and something can be done about it now.Their report says that one thing government can do is provide more money for health care, for example,ten years ago,African leaders agreed to spend 15 percent of government fines on health ,so far only Lyberia ,Rwanda and Tanzania have met that goal. The report says government could also raise money more fairly and spend it more wisely.David says several countries are doing this.Yemen is a lowing income country ,it has introduced tax on finial transactions and that is going to health. If Yemen can do someting like that,others countries can do it.In terms of financal protection, Thailand has introduced health assurance for everyone and the tax insurances are tax-funded particularly for the poor.So what happens is the insurance now buy the costs that prviously people would buy on tehir own pockets.WHO says smart spending will reduce health care cost between 20-30 percent.The report identifies ten areas where better policies and practices would make the healthy system more efficient.One area is in the purchase of the medicines.
