This is the VOA special english health report.
the WHO says, the rising cost of health care is a struggle for people and governments around the world. the problem is greatest in country people must pay directly for services. a new reports says, this cost push one hundred million people into poverty each year. Aging poupulation are one reason why health care are rising. Also more people are getting chronic diseases like D and height disease that require long term treatment. and new treatments for health conditions are more costly than old ones.This year's world health report, offers guildlines to strength health financing system and make service available to more people. the report says, about one billion people do not get care because it costs too much or it is unavailable. WHO director to General Mike Chain says no one should have to risk to finacial ruin to take care of the health. David Evins agrees, he is the director of health system finance for the WHO which is part of the United Nation.
What the report says, it is not just acceptable,but it is not neccessary that something could be done about it and something can not be done about it.
As the report says, one thing that the government can do is provide more money for health care, for example, ten years ago, afican leaders agreed to spend fifteen percent of government funds on health. So far, only lybilia, Luvanda, Tazliya have met that goal. the report says, the government could also raise money more fairly and spend it more wisely,
David Evins says, several countries are doing this,
"Gabon is low incoming contry, it has inroduced a tax on finance transactions, then is going to help, if Gabon government could do the something like that , other countries can do it. in terms of financial risk protection, the Thailand has introduce the health insurance for everyone and the health care is tax-funding. particularly for the poor, so that what happens is the insurance now pays the cost that the people would have paid previously out of their own pockets"
the WHO says, smart spending could reduce healthcare cost between 20% and 40%. the report indentifies ten areaes, where better policies and practices could make health systems more effecient. one area is in the purchase of medicines, the report says, high price drugs are often chosen even lower price medicine on the same quanlity available. Also medicines can go to waste simplely because the right storage is not available.
