David Awen agrees. He is the director of health system financing for the WHO, which is part of the United Nations. “ what report says not is just acceptable, but it is not necessary. Something could be done about it, something can’t be done about it now.”

The report says one thing government can do is provide more money for health care. For example,  10 years ago, African leaders agreed to spend 15% of government funds on health, so far, only Liberia, Rwanda and Tanzania have met that goal. The report says government could also raise money more fairly and spend it more wisely.

David Awen says several countries are doing this. Gabon is low-income country, is introduced the tax, financial transactions, and that is going to health. If Gabon can do something like that, other countries can do it. in term of financial risk protection, Thailand introduced health insurance for everyone. And that health insurance is tax-funded, particularly for the poor. So what happens is the insurance now buys the cost that people would have to buy previously at their own pockets.

The WHO says smarter spending could reduce health care cost between 20% or 40%. The report identifies 10 areas will better policy and practice could make health system more efficient , one area is in the purchase of medicines. The report says higher price drugs are often chosen even when the lower price medicines on the same quality are available. Also, medicines can go to waste simply because the right storage is not available.

And that is the VOA special English Health report, I’m Shirley Griffith.
