The heath organization says the rising cost of heath care is struggle for people and government around the world. The problem is greatest in county for people who must often pay directly for service.
A new report said these costs push 100,000,000 people into poverty each year. Aging populations is one reason why health costs are rising; also more people are getting chronic diseases like diabetes and heart diseases that require long time treatments. And new treatments for health conditions are more costly than old ones.
This years world heath report offers guidelines to strengthen health financing system make services available to more people. The report says about 1,000,000,000 people don't get the care they need, because it costs too much or it's unavailable.
WHO Director- General, Margaret Chen says no one should have to risk financial ruin to take care of their heath. David Evans agrees, he is the director of heath system financing for the WHO, which is the part of United Nations. The world report says that it not just not acceptable, but also not necessary. Something could be done about it and something can be done now.
The report says one thing government can do is provide more money for heath care. For example, 10 years ago, African leaders agree to spend 15% of government funds on healthcare, so far only lybria, Rwanda, and Tanzania have met that goal.
The report says the government could also rise money more fairly and spend it more wisely. David Evan says several countries are doing this. "Gabon is low-income country, it introduced a tax on financial transactions." that is going to help. Gabon can do something like that, other counties can do it. In terms of financial risks protection, Thailand has introduced heath insurance for everyone, and heath insurance is tax- funded, particularly for the poor. So what happens is the insurance now pays the costs that the people have paid previously out of their own pocket.
The WHO said smart spending could reduce health care cost between 20 and 40%. The report identified 10 areas where policy and practices could make health system more efficient. One area is purchasing of medicine, higher price medicine are often chosen even when the lower price medicine are the same quality are available. Also the medicine could go to waste simply because the right storage is not available. That is the special English report. I am shiely graphth.
