The report says governments could also raise money more firely and spend it more spend wisly.David Evans says several countries are doing this.Gabon is a low-income country.It is introdueced a tax on financial transactions and that is going to help.If Gabon can do something like that,other counties can do it.In terms of financial risk protection,Thailand is introduced the health insurance for everyone and that health insurance is tex-funded perticular for the poor,so that what happens is the health insurance now pays the cost that people would have paid previously out of their own pocket.
The WHO says the smarter spending could reduce the health care costs between 20 and 40 percent.The report identifies 10 areas  where better policies and practices could make health systems more efficient.
One area is in the purchase of medicines.The report says the higher priced drugs are often chosen even when lower-priced medicines of the same quality are avaliable.Also medicines can go to waste simply because the right storage is not avaliable.
