This is the VOA special English Health report.The World Health Organization says the raising cost of health care is a struggle for people and governments around the world.
The problem is greatest in countries where people must often pay directly for services.A new report says this causes push one hundred million people into property each year.Aging populations are one reason why health costs are rising,also more people are getting ...diseases,like ...and heart disease that require long term treatment.A new treatment for health conditions are more costly than old ones.This year's world health report offers guidelines to strength and health fiancing system,and make services available to more people.The report says about one million people do not get care they need because it costs too much or it's unavailable.WHO director ...Magrite Chen says no one should have to risk financial ruin.. to take care of their health.

David Avens agrees.He is the director of financing of WHO,which is part of United Nations.One report says it's not just not receptable,but it's not necessary that something can be done about it and something can't be done about it.The report says one thing goverments can do is provide more money of care. For example,ten years ago,Afican leaders agreed to spend fifteen percent of government funds on health. So far,only Libieria,Rwanda and Tanzania have met that goal.The report says the government could also raise money more firely and spend it more wisely.David Avens says several countries are doing this."...is a lowing ...country,it's introducing to tax some financial trans...and that is going to health...can do something like that,other countries can do it in tones of risk of financial protection.Ireland is introducing health services for everyone and the health care is tax funded,particularly for the poor.So what happens for the insurance now ...that people would buy in priviously ..."

The WHO says smarter spending could reduce health care cost between twenty and fourty percent.The report identified ten areas where better policies and practises could make health system more effection.One area is in the perchist of medicine.The report says higer price drugs are often chosen even when lower price medicine of the same quality are available.Also,medicine can go to waste,simply because the right storage is no available.
