The problem is greatest in countries for people must often pay derictly for services.A new report says, these costs push one hundred millin people into poverty each year. Aging populations are one reason why haelth costs are rising. Also more people are getting chronic diseases, like dieVDs and heart disease that require long term treatment. And new treatments for health conditions are more costly than old ones.This year's world health report offers guidelines to strength and help finacing systems and make services available to more people. The report says, about one billion people do not get the care they need because it cost too much or it is unavailable. WHO derictor general XXX Chen says no one should have to risk the natural ruin to take care of their health. David Evans agrees.He is the director of health systems financing for the WHO which is part of the United Nations. The XXX report says it's  not just not acceptable, but it's not necessary. Something ould be done about it and something can't be done about it now. The report says one thing goverments can do, is provide more money for health care. For example, ten years ago African leaders agreed to spend fifteen percent of goverment funs on health. So far, only XXXX XXXX and XXX have met that goal. The report says goverments could also raise money more fairly and spend it more wisely. David Evan says several countries are doing this. XXX is a low income country, it's introducing  tax on finacial transactions, and that is going to health. XXX can do something like that other otcountries can do it. In terms of finacial risk protection, Tailand is introducing the health insurance for everyone, and that health insurance is tax-funded and paticularly for the poor. So what happens if the insurance now pays the cost that people would have paid previously out of their own pocket. The WHO says smater spending could reduce health care costs between 20 and 40 percent. The report identifies ten ereas where better policies and practices could make health systems more efficient. One erea is in the purchase of medicine. The report says higher price drugs are often chosen even when the lower price medicines of the same qualities are available.Also, medicines can go to waste, simply because the right storage is not available.
