    This is VOA Special English Health Report.
    The rising cost of health care is the struggle for people and governments around the world.  The problem is greatest in countries for people must often pay directly for services.
    A new report says this cost push 100 million people into poverty each year. Aging populations are one reason why health costs are rising.  Also more people are getting chronic diseases like diabetes and heart disease that require long term treatment.
    And new treatments for health condition are more costly than old ones. This year world health report offers guidelines to strength their health financing systems and makes services available to more people.
    The report says about 1 billon people do not get the care they need because it cost too much or is unavailable.  WHO director general "Somebody" says no one should have to risk financial ruin to take care their health.
    "Somebody" agrees. He is the director of health system financing for the WHO which is part of the Unite Nations.
    "But what the report says is not just acceptable.  It's not necessary, something could be done about it, then something can't be done about it now."
    The report says one thing government can do is provide more money for health care.  For example, 10 years ago, African leaders agreed to spend 15% of government funds on health.
    So far, only "Somewhere", "Somewhere" and  "Somewhere" have met that goal.  The report says governments could rise money more fairly and spend it  more wisely.
    "Somebody" says several countries are doing this:”‘ Somewhere' is a low-income country, its introduce to tax on financial transactions and that is going to health. If 'Somewhere' can do something like that, other countries can do it. It turns financial risk protection. Thailand is introducing the health insurance for everyone. And that health insurances is tax funded particularly for the poor. What happens ..."
    The WHO  says smart spending could reduce health care cost between 20~40%. The report indentify ten areas will better policies and practices could make health system more efficient.  One area is in the purchase of medicines.  The report says higher price drug are often chosen even when lower price medicines of  the same quality are available. Also medicines can go to waste simply because the right storage is not available.
