提高英语听力能力 找对方法很重要!
This is the VOA Special English Health Report.
The World health organiztion says the rising cost of health care is struggle for the people and governments aroud the world. The problem is greatest in contries for people must often pay directly for services.

A new report said these cost push one hundred million people into poverty each year. Aging populations are one reason why health cost are rising. Also more people are getting chronic diseases like diabetes and heart disease that require long term treatment. And new treatments for health conditions are more costly than old ones.

These years world health report offers guidlines to strengthen health financing systems and makes services available to more people. The report says about one billion people do not get the care they need because it costs too much or unavailable.

WHO director Gener says no one should have to risk finance ruin to take care of their health.

David Events agrees. He is the director of help system financing for WHO which is part of the United Nations.

"what the report is just not acceptable, but it's not necessary. Something could be done about it and sth. cannot be done about it now."   

The report says one thing government can do is provide more money for health care. For example, 10 years ago, African leaders agreed to spend fifteen percent of government funs on health. So far, only Libmy, Rwanda and Tanzania have met that goal.

The report says, governments could also raise money more fairly and spend it more wisely. David Evn says several countries are doing this.

"Gana is a low-income country. It's introduced to tax on financial transactions and that is going to health. Cana can do something like that other other countries can do it, in terms of financal risk protection Thailand is intruduced a health insurance for everyone and health insurances is tax funded particularly for the poor. So what happens is insurance now shown in Mexco that people would at previously at their own pockets"

WHO says smart spending could reduce health care cost betweent twenty and forty percent. The report identifies ten areas where better policies and practice could make healty systems more efficient. One ares is in the purchase of medicine. The report says higher price drugs are often choosen even when lower price medicines of the same quality are available. Also medicines can go to waste simply because the right storage is not available.
