[Homework]SENEWS-2010-11-24
This is voa special english health report.
The World Health Organization says the rising cost of health care is a struggle for people and governments around world. The problem is greatest in countries where people must pay directly for services.A new report says these costs push one hundred million people into poverty each year.Aging populations are one reason why health cost are rising. Also people are getting chronic diseases like gybides and heart disease that require long-term treatment. And new treatments for health conditons are more costly than old ones.
This year's world health report office guidelines to strengthen the health financing systems, and make services available to more people .The report says about one billion people do not get health care they need because they cost too much or it is unavailable.
WHO director general M.C.says no one should have to risk financial rule to take risk of their health.David agrees. He is the director of health system financing for the WHO which is part of the United Nations.
What the report says is not just not exceptable, but it is not neccessary something could be done and something cannot be done about it.
The repory says one thing that government can do is provide more money for health care .For example, ten years ago ,Africa leaders agreed to spend fifteen percent of government funds on health .So far, only Liberia Lawanda and Tazanian have met that goal. The report says government can also raise money more fairly and spend it more wisely.David says seven countries are doing these.
Gamma is a low income country, it introduces in tax and financial transaction and that is going to health.Gamma can do something like that ,other countries can do it .In terms of financial risk protection ,thailand introduced health insurance for everyone. And that health insurance is tax founded ,particularly for the poor.So what happens is the insurance might cover the people would buy it previously at their own pockets.
The WHO says the smarter spending could reduce health costs between twenty and fourty percent. The report identifies ten areas where better policies and practises could make health systems more efficient. One area is in the purchase of medicines.Higher price drugs are often be chosen even when the lower price medicines of the same quality are available. Also, medicines can go to waste ,simply because the right storage is not available .
