THis is the VOA special Englsih technology report. A powerful earthquake struck the northeast of Japan at 2:46 pm local time on March 11th. Japan's medeological agency released its first tsunami warning just three minutes later.THe coutry has the best earthquake early warning systems in the world. There are more than 4000 science make intensity meters in place throughtout Japan to measure earthquake activity. THis meters provide information  within two minutes when earthquake happening.Information about the strength and the center of the earthquake can be learnt within three minutes. There are also cancrete sea wall on the margin of the Japanese coastline. But those measures proved no match for the power earthquake and tsunami.Custody  is a tsunami expert with the department of the Civil and Environmental Engineering at the University of Southern California in Los Angeles.  Japan is one of the most well prepared countries on earth and tsunami warnings. THey had to warning , i think , what is wrong and they had not anticipated the size of this event.  He says there are two reasons for this. Japan has had not any event anywhere bigger than this event in the last 150 years and scientist had not expected such a large earthquake happening of the coast of Japan. The 9.0 magnitude earthquake was the forth most powerful earthquake ever recorded worldwide. It was also the worst earthquake was to hit Japan. The tsunami waves that followed were reported to have reached as high as 13 meters in some areas. Custody says Japan's concrete sea wall was not built to handle such waves.  The concrete sea walls in many places in the Japan was about 10 meters  or about 33 feet in the Sundie there were about 3 meters or about 10 feet. So that's in at least in that area were ever expecting such size waves. A tsunami wave can travel as fast as 800 kilometers per hour. To get the higher ground, people were often have to travel for many kilometers. This can take more time than a fast traveling tsunami will permit. This is especially true in the cases like Japan where the center of the earthquake struck so close to the coastline. The tsunami waves followed almost immediately. Experts say early warning systems will continue to be limited by these facts until  the earthquakes and tsunamies can be predicted. And that's the VOA special english technology report. written by June senes.
