This is the VOA Special English Technology report.

A powerful earthquarke striked the northeastern coast of Japan at 2:46 PM local time on March 11. Japan's medical relargeal agency released his first tunami warning just three mintues later. The country has the one of the best earthquarke early warning system in the world. There are more than 4000 intencity meeters in places throught out Japan to measure earthquarke activities. This meeters provide information within 2 mintues of earthquarke happening. Information about the strain and the center of the earthquarke could be learned within 3 mintues. There were also* sea walls around much of the Japanese coastline. But these measures proofs no* for the powful earthquarke and tsunami.C.S. is a tsunami expert with* and *engineering at the university of  California in L.A. "Japan is the most well prepared courtry on earth if have tsunami warings.* " He said there are 2 reasons for this. Japan has not had any event* near as big as this one in the last 150 years. And scientists has not expected such a large eartquarke happening of the coast of Japan. The "9.0"* earthquarke was the forth most powerful earthquarke ever recorded worldwide. It was also the worse earthquake ever to hit Japan. The tsunami waves that followed were reported to reach as high as 30 meters in some areas. C.S. said Japan can create sea walls why no build to handle such high waves. "They can't build sea walls in many places in Japan about 7 meters or about 33 feet .In * there're about 3 meters or

about10 feet. So these areas ,they would not expecting such a side of waves."  A tsunami wave can travel as fast as 800 km/h. To get to higher ground, people would often have to travel for many kilometers. This can take more time than a fast travelling tsunami will permit. This is expecially true in cases like Japan where the center of the earthquarke triked so close to the coastline. The tsunami waves followed almost immediately. Experts say early waring will continued to be limited by these facts until earthqiarkes and tsunamis can be predicted.

And that's the VOA Special Engilsh Technology Report...
