The tsunami waves that followed were reported to have reached as high as 13 meters in some areas. ?? says Japan's concrete sea walls will not built to handle such high waves, The concrete sea walls in many places in the Japan are about some meters or it's about 33 feet, in ?? it was about 3 meter or it's about ten feet, so ??  And tsunami wave can travel as fast as 800 kilometers per hour, to get to a higher ground people would often have to travel for many kilometers, this's can take more time than a fast travelling tsunami will permit. It is especially true in cases like Japan where the center of the earthquake struck so close to the coastline that tsunami waves followed all most immediately. Expert say early warning systems will continue to be limited by this effect until earthquakes and tsunamis can be predicted.
