新闻背景:

欧盟成员国外长会议宣布启动在地中海打击人口走  私贩运的“欧盟地中海海军”行动计划。路透社报道,欧盟为此将动用潜水艇、战舰、无人机及直升机等装备。

欧盟外交和安全政策高级代表莫盖里尼说:“欧盟从未如此重视移民问题,我们的目标是打击从移民的苦难中获益的商业模式。但这只是欧盟一个更广泛战略中的一部分。”她表示,欧盟将与非洲国家尤其是萨赫勒地区国家合作,并与国际移民组织和联合国难民署共同应对移民问题。

对于欧盟拟采取军事手段打击难民偷渡的提议,的黎波里大学人口学教授赛德格表示,欧盟的这一提议夹带私心,仅出于单方的利益考量,不能解决非法移民问题的根源。

德国马歇尔基金会“跨大西洋中心”执行主任莱塞认为,移民问题具有长期性,欧盟需要一个更加全面的移民政策来应对地中海地区安全形势的变化。

利比亚外交与国际合作部媒体中心主任阿布拉斯认为,欧盟应该同利比亚政府合作而非武力干涉,用于展开军事行动一半的资金,就足以资助这些难民所在国的政府,改善他们的生活。

专家认为,非法移民问题已经演化成一个全球问题,贫穷、疾病和武装冲突都是致使非法移民增多的原因。国际社会需要寻求从根源上永久解决这一问题的方法。

联合国秘书长潘基文呼吁欧盟国家在应对难民和移徙者大规模流动过程中发挥关键作用。

Incarcerated illegal migrants who hope to get to Europe wait in Limbo. They don’t know their fate, but all of them are frightened. When the guards leave, they speak freely. Laniar from Cameroun tells me he and his friend Mohamed were beaten by a Malaysian when they were first arrested.

“They punish us together. They commit crimes and punish us. They are punishing with the cane. They are punishing...”

“They are punishing with the cane?”

“Yeah, they are hitting with the cane. Everyday they hit us with the cane, everyday.”

In another part of the detention center, we meet Rozi from Chad. She’s HIV positive and is worried her baby just two weeks old may also have the virus. There’s though no chance for test or treatments. The center is struggling to feed these people, let alone give them the healthcare they need.

But the strength of the arrest or the migrants’ ships keep sinking is no deterrent. This tragedy saw more than 100 bodies washed up on the shore.

Haroon has heard the statistics that one in 23 now die en route, but he is not afraid. In Europe he says he can make lots of money for his family in Niger.

Though the streets of Europe are paved with gold is a familiar story on the migrant trail.

In Libya's cities they wait by the side of the road looking for work so they have money to pay the smugglers – about 600 pounds is enough.

With the route from Turkey then more or less closed, these shores have become the main embarkation point that people are searching for a better life.

“From the air you get to understand the scale of the task that Libya has when it comes to the migration crisis. There are hundreds of miles of coast line and Libya doesn’t have the resources it needs. What that means is that the smugglers can act with impunity.”

Nothing here is functioning properly. Since the Arab Spring, Libya has been consumed by conflicts. The coastguard in Misrata only has two small boats. The others have been redeployed in the fight against Islamic State.

“Operation Sophia is also encouraging migrants because People, when they get rescued, call their friends to tell them that there are EU vessels only 20 miles from Libyan waters to save them.”

There are no solutions, it seems to this crisis. By the end of the year more migrants will have made the journey to Europe. More too will have been claimed by the sea.
