The White House is lashing out at House Democrats and their impeachment inquiry against President Donald Trump. As NPR's Ryan Lucas explains the White House says the proceedings are constitutionally illegitimate and says it will not cooperate with them.

In an eight-page letter, White House Counsel Pat Cipollone rejects the legitimacy of the Democrats' impeachment inquiry, and he accuses Democrats of seeking to overturn the results of the 2016 election. He says the inquiry violates the constitution and runs roughshod over due process in the separation of powers. And he argues that there is no basis for it or evidence of any wrongdoing by the president. For those reasons, the White House counsel says the executive branch will not participate in the process. House Democrats opened a formal impeachment inquiry last month after a whistleblower complaint emerged, alleging Trump had pressured Ukraine to investigate Joe Biden and his son Hunter. The move by the Trump administration to block the US ambassador to the European Union from testifying as part of the US House impeachment inquiry and activities by President Trump is drawing condemnation from Democratic lawmakers. The House today announced it's now subpoenaing US Ambassador Gordon Sondland to appear, and ordering him to do so on October 16th. Committees are investigating Trump's dealings with Ukraine, including he's asking Ukraine's president to investigate political rival Joe Biden and his son Hunter. A whistleblower's testimony painted Sondland as a potentially important witness.

A number of migrants taken into custody after crossing the southern border fell for a fourth month in a row. As NPR's Joel Rose reports the monthly total for September was the lowest all year.

Acting Customs and Border Protection Commissioner Mark Morgan says immigration officials encountered just over 52,000 migrants at the border last month. That's a sharp decline from May when more than 140,000 migrants were taken into custody. "This administration's strategies have brought about results, dramatic results." Morgan credited cooperation with Mexico. The country has deployed tens of thousands of troops to its borders to discourage migrants. And US officials have returned more than 50,000 asylum seekers to Mexico to wait for their day in immigration court. But migrants say Mexico has done little to provide shelter or security in dangerous border towns. A recent report found hundreds of incidents of violence against migrants last month including kidnapping, rape and torture. Joe Rose, NPR News.

The economic pain due to a strike by 49,000 united auto workers members against General Motor is continuing to spread. With estimates, the number of auto industry workers being affected is three times that number. A report from research and consulting firm estimates the strike against No.1 carmaker that began in September now affects 150,000 workers.

On Wall Street, the Dow was down 313 points.

He's been dubbed the most deadly serial killer in US history, a 79-year-old Californian man. The FBI says he confessed 93 murders. He says he carried out between 1970 and 2005. Though officials say thus far they've been able to verify only 50 of the confessed killings. Investigators say, Samuel Little, who's already serving multiple life sentences in California, says he strangled his victims. He provided authorities with additional information on five cases in Florida, Arkansas, Kentucky, Nevada and Louisiana. At least some of the deaths are thought to be drug-related.
