Senate Minority Leader Chuck Schumer is accusing Republicans refusing to compromise.
"Negotiating with Democrats and need us in the middle. Don't say it's your way or no way."
But Treasury Secretary Steven Mnuchin said he still thinks a deal can be reached.
"I think if we can reach an agreement on state on local and unemployment, we will reach an over all deal. And if we can't, we can't."
Mnuchin said absence of some agreement is prepared to recommend President Trump will behold with an executive order. The 600 dollar a week jobless benefit for millions of Americans expired last week.

A federal appeals courts says lawmakers can sue to enforce a subpoena against former White House counsel Don McGahn. NPR's XX reports, the House Judiciary Committee wants the acts begin by a possible obstruction of justice by President Trump.
The US Court of Appeal with the DC circuit ruled lawmakers have the right to demand documents and testimony from executive branch officials. In the 7-2 decision, the majority said Congress needs to be able to obtain information to do its job. Two judges appointed by President Trump did not take part in the case. House Democrats had subpoenaed Don McGahn before they formally launched their impeachment inquiry. And if after that ended, they said they needed to hear from McGahn about Trump's alleged obstruction of justice. The Gahn had argued the court should stay out of the nasty political fight. The Appeals Court sent the dispute back to a lower court consider other issues in the case. That means McGahn won't appear on Capitol Hill for a long time if ever.

Over all, the total number of confirmed cases has surpassed 19 million globally. And in the US more than 4 million people have tested positive for cv. Nationally the number of new cases has dropped below the heights documented in July. But a decline in testing in some areas may help explain the decline.

UNICEF reports up to 100,000 children are among those whose homes were damaged or destroyed in the explosion that devastated the Lebanese capital Beirut. XX reports other infrastructure in large quantity of supplies critical for children's wellbeing also were destroyed.
Unicef reports a born and pediatric unite in Beirut’s government quarantine hospital was totally destroyed. The unit treated newborns requiring critical care. Spokeswoman XX says the blast damaged more than 120 schools.
These schools serve approximately 55,000 children. It might be crucial to rehabilitate them before the start of the new school year. But air is suffused with dust and they are concerns that this may be toxic especially for children.
Unicef reports ten containers of personal protective equipment including hundreds of thousands of gloves, gowns, and masks for the Covid-19 response were destroyed.

India say an Air India express flight with 190 people onboard skated off a runway and split in two while landing in heavy rain in southern India. Police say at least 16 people were killed. More than 100 others injured. The dead included one of the pilots. The spokeswoman for the civil aviation ministry says the Boeing 737 aircraft broken into pieces. Regular commercial flights have been halted in India. Because of the cv, this plane was repatriating Indians back to the country.
