US secretary of state Condoleezza Rice has called on Israeli and Palestinian leaders to restart peace talks immediately,  saying the situation in the Middle East needs negotiations not finger pointing. Rice said today Hamas must stop rocket attacks on Israeli civilians. "innocent people should not have to die in the circumstances that have taken place recently and  also very concerned about humanitarian situation." Rice spoke in Cairo after meeting with Egyptian president Hosni Mubarak and the foreign minister.

 

A suicide bomb attack on a Pakistani military school in eastern city of  Lahore has killed 5 people and wounded 19 others. Lahore's police chief says today the attack began when two suicidal bombers drove up to a service gate at the navy war college. He says one bomber blew himself up, allowing the second to enter a parking lot, setting off another explosion. And there is no claim of responsibility for that attack.

 

Meanwhile an Indian prisoner who has spend 35 years on death row in a Pakistani jail has returned to India after being granted clemency by Pakistani authorities. A  reports from New Delhi.

 

Kashmir Singh stepped across the rugged border between India and Pakistan to a  hero's welcome from family members, Indian officials and scores of onlookers. Singh, a short balding man, in his 60's, was escorted to the border by Pakistani ministry for human rights, Ansar Burney, who played a key role in his release since he was arrested in 1973, convicted of spying and sentenced to death by a military court. The Pakistani government later stated of his execution. Pakistan and India frequently arrested each other citizens, often they stray across land or sea  borders. Some cases dated back to the 1970's, a period by hostilities ran deep after rivals fought two wars. Pakistani president  Pervez Musharraf ordered Singh's release on humanitarian grounds. Singh's return to India has been seen as another symbol of slow improvement in relation between India and Pakistan since they launched a peace process in 2004. A for VOA news, New Delhi.

 

Polls are open in all 4  US states  holding primary elections today as US senators Hilary Clinton and Barack Obama battle for support for the democratic party nomination. Texas and Ohio were two key states in today's balloting  because they had many more delegates than these small northeastern states of Vermont   and  Rhode Island. On the republican side, senator John McCain could secure their republican party nominations with victories Tuesday. He has a commanding lead on former Arkansas governor Mike Huckabee.

 

The Japanese defense ministry is calling on China to address the concerns of international community after China's announcement  it is increasing its military spending by nearly 18%. Japan is among several Asia Pacific nations expected to voice concern about Beijing's jumping defense spending. N M reports from Hongkong.

 

In a statement released just hours after China announced plans to increase its military budget by 17.6%, Japan's defense ministry repeated its call that China be more transparent about the strength of its military. This year China is predicting it will spend more than 57 billion dollars on its military. Experts say Beijing's military strength is specially disconcerting because most nations are not aware of its actual capabilities. following Tuesday's defense announcement, officials in China warned Taiwanese president Chen Shuipie not to follow through pro-independence plans, including efforts to seek United Nations' membership under the name Taiwan. China still regards the island as a part of its territory and it reserves the right to use force to be unified with the mainland. N M, VOA news, Hongkong.

 

Nepalese officials say they found 12 bodies in the wreckage of the UN helicopter that crashed on Monday. Police say today the bodies found in hilly eastern district of B were burnt beyond recognition. A spokesman for UN mission in Nepal said Monday there were 7 UN employees and three crew members on board the aircraft.

 

The Organization of American States were holding an emergency meeting today in an attempt to peacefully resolve a dispute involving Columbia, Ecuador and Venezuela who have sent troops to their borders. Ecuador's president says he  feels  betrayed by Colombia's government for the attack against Colombia's FARC rebels encamped in Ecuador.
