US Secretary of State Condoleezza Rice has called on Israeli and Palestinian leaders to restart peace talks immediately,saying the situation in the Middle East needs negotiations,not finger-pointing.Rice said today Hamas must stop rocket attacks on Israeli civilians."Innocent people should not have to die in the circumstances that have but taken place and we are also very concern about humanitarian situation."Rice spoke in Cairo after meeting with Egyptian President Husni Mubarak and the Foreign Minister.

A suicide bomb attack on a Pakistani military school in the estern city of Lahore has killed five people and wounded 19 others.Lahore police chief says today the attack began when two suicide bombers drove up to service gate at the Naval War College.He says one attacker blew himself up,allowing the second to enter a parking lot and set off another explosion.There was no claim of responsibility for that attack.

Meanwhile an Indian prisoner who spent 35 years on death row in a Pakistan's jail has returned to India after being granted clemency by Pakistani authorities.Anjana Pasricha reports from New Delhi. "Kashmir Singh stepped across the Wagah border between India and Pakistan to a hero's welcome from family members,Indian officials and scores of onlookers.Singh,a short balding man in his sixties,was escorted to the border by Pakistani Minister for Human Rights Ansar Burney who played a key role in his release.Singh was arrested in Pakistan in 1973,convicted of spying and sentenced to death by a military court.The Pakistani government later stayed his execution.Pakistan and India frequently arrest each other's citizens often when they stay across land or sea borders.Some cases date back to the 1970s-a period when hostility ran deep after the rivals fought two wars.Pakistani President Pervez Musharraf ordered Singh's release on humanitarian grounds.Singh's return to India is being seen another sample of the slow improvement in relations between India and Pakistan since they launched peace process in 2004.Anjana Pasricha for VOA news,New Delhi."

Polls are open in all four of the US states holding primary elections today as US Senator Hilary Clinton and Barak Obama battled for support for the Democratic party nomination.Texas and Ohio are the two key states in today's balloting because they had many more delegates than the small northeastern states of Vermont and Rhode Island.On the Republican side,Senator John McCain could secure the Republican party nomination with victories Tuesday. He has a commanding lead over former Arkansas Governor Mike Huckabee.

The Japanese Defence Ministry is calling on China to address the concerns of international community after China's announcement it is increasing its military spending by nearly 18%.Japan is among several Asia-Pacific nations expected to voice its concern about Beijing's jumping defence spending.Naomi Martig reports from Hongkong."In a statement released just hours after China announced  plans to increase its military budget by 17.6%,Japan's Defence Ministry repeated his calls that China be more transparent about the strength of its military.This year China is predicting it will spend more than 57 billion dollars on its military.Experts say Beijing's military strength is expecially disconcerting because most nations are not aware of its actual capabilities. Following Tuesday's defence announcement,officials in China warned Taiwanese President Chen Suibian not to follow through pro-independence plans including efforts to secure United Nations membership under the name Taiwan.China still regards the island as part of its territory and has reserved the right to use force to reunify it with the mainland.Naomi Matig,VOA news, Hongkong."

Nepalese officials say they have found 12 bodies in the wreckage of the UN helicopter that crashed down Monday.Police said today the bodies found in the hilly eastern district of Ramechhap were burnt beyond recongnition.A spokesman for the UN mission in Nepal said Monday there were 7 UN employees and 3 crew members on board the aircraft.

The Organization of American States will hold emergency meeting today in attempt to peacefully resolve the dispute involving Colombia,Ecuador and Venezuela which have sent troops to their borders.Ecuador's President says that he feels betrayed by Colombia's government for the attack against Colombian FARC rebels in camp in Ecuador.
