President Obama has signed a legislation to reform the healthcare system in the United States. The main goal is to insure about 32 million additional people. That is about 95% of Americans who are not already covered by medi-care the government insurance programme for older people. About 16 million people will be added to medicaid the government health plan for the poor. The law will require Americans to have health insurance with a few exceptions or pay a fine starting in 4 years.
Also in 4 years, employers with more than 50 worrkers will have to offer their emlpoyees a health insurance plan. And employers will pay a fine for each uninsured worker. Smaller businesses will receive tax credits to help pay for health plan. People not covered by the employer's plans, medicaid or meidi-care could buy health insurance in market places called exchanges. The idea is that competition among plans will drive down costs. States will povide the exchanges by 2014.
The law is the biggest change of American healthcare since 1965, but it is not a governent operated healthcare system like the ones in other counries.
President Obama says it provides limited reform. This is a radical reform, but it is a major reform.This legislation  will not affect anything else or healthcare system, but it move disaster aside in the regulation.
B.R.B is chief executive of the non-profit memorial care health system in Southern Valley, Callifornia. He says the new law gets the issue of health reform moving. But it notes it is mainly health insurance reform. He says lawmakers with help to reform the way healthcare is provided. That means finding ways for hospitals, doctors and other providers to work together more effectively. Next R. B. also would like to say  more attention on prevention, so fewer people need costly medical treatment.
The law is expected to cost about 940 billion dollars over ten years. However, the Obama's administation says the  plan will cut the nation's budget deficit by more than one hundred billion dollars during that period. Next year, the United States spend two and a half trillion dollars on health care. This was an increase about most 6% from the year before.
