Its promise is toslash journey time between our major cities, but plans for HS2 are going toofast for parliament spending watchdog which is yet to be convinced it is worththe 50-billion-pound cost.

We think it’s beenover-optimistic on time, over-optimistic on the benefits; they haven’t gottheir handle on the real costs of this. And if you really wanna spend 50billion pounds which will all do on infrastructure investment, there are betterways of spending it. Sooner, getting better benefit to the provincial cities.

In 2017,construction due to start on HS2’s first phase, linking London with Birminghamif parliament approves. The estimated cost has gone up from 16 to 21 billionpounds. But MPs and the public account committeeare worried that the estimated return on that investment has gone down becauseof an error with how it was calculated and they wanted fresh analysis carriedout before giving the go-ahead to Phase Two.

The trouble wehave with this report is by the time of service, that can be out of date, but look I’m determined that the pointsmade by the national audit office, the points that are made by the majorproject authority are points we’ve addressed within the parliament and we’lluse these points to get it right.

As time moves on itfeels that HS2 is wining more enemies than friends. Former champions haveturned skeptical. The institute of directors has called this a grand folly andthe debate follow the prime minister all the way from here in Buckinghamshireto the G20 in Russia where he pledged to fight back against the unholy alliesopposing it.
Seemed strange inthis austere time to hear government fighting sohard to spend money, this week is expected to make the case for HS2 evenstronger.
