President Biden plans to propose an increase in taxes for the wealthiest Americans on income they get from selling stocks. NPR’s Ayesha Rascoe reports Biden wants to use the money from the tax hike to pay for investments in childcare education and other priorities.

Under President Biden’s plan capital gains taxes will go up for those making more than 1 million dollars a year, Biden’s top economic advisor Brian Deese says the vast majority of Americans would not be affected.

This change will only apply to three tenth of a percent of tax payers, which is not the top 1 percent; it’s not even the top half of one percent. We are talking about three tenth of a percent, that’s about 500,000 households.

Deese argued that taxing capital gains for these high-earners will not harm economic growth, he also said historically this tax rate had not affected investment. Ayesha Rascoe NPR news the White House.

The Centers for Disease Control and Prevention is expected to update its masking guidance, NPR’s Allison Aubrey reports as more people are vaccinated, guidelines on outdoors masking could be relaxed.

With more than half of adult population in the US vaccinated with at least one dose, the nation’s top infectious disease expert says the US is heading towards a return to normal. Current CDC guidance already states that masks may not be necessary when you are outside by yourself away from others or with people who live in your household. Here’s Doctor Anthony Fauci speaking on ABC.

I think it’s pretty common sense now that outdoor risk is really quite low particularly I mean if you are a vaccinated person.

Fauci says the risk of virus spread outdoors is minuscule, and a CDC spokesperson tells NPR updated guidance is likely. Allison Aubrey NPR news.

Even with some easing in the US, the world health organization warns that globally, the covid pandemic continues to intensify, NPR’s Jason Beaubien reports the number of new cases has increased for the last 9 weeks in a row.

As covid cases in the United States remain well below their peak in January, the situation is very different in many other parts of the world, particularly India.

The exponential growth that we’ve seen in case number is really truly astonishing.

Maria Van Kerkhove a top epidemiologist to WHO, says the record 5.7 million covid cases reported last week globally is in her words almost certainly an underestimate.

The situation is fragile, the situation can grow, if we allow it to.

She says the current surge in cases globally shows that right now is not the time for countries to let down their guard against this virus. Jason Beaubien NPR news.

A mixed close on Wall Street to start the week as investors await a barrage of corporate earning’s numbers, the Dow was down 61 points, to 33,981, the NASDAQ closed up 121 points.

The Biden administration is preparing to restore California’s right to set its own vehicle emission standards, as NPR’s Camila Domonoske reports former President Donald Trump had sought to revoke that authority, triggering a legal battle.

Enormous, populous and car dependent, California has waged a decades-long war against smog, and more recently, climate change. And in recognition of that fight, the federal government allowed California to set vehicle emission standards that were stricter than the national standards. Other states can follow California’s policy if they chose. Then came the Trump administration, which weakened clean car requirements and tried to revoke California’s right to set a higher bar, that triggered a legal battle and divided auto industry. Now the Biden White House is moving to reverse that Trump decision and once again, let California fight pollution on its own terms. Camila Domonoske NPR news.

Volunteers searching for 7 men still missing after an oil industry boat capsized off the Louisiana coast April 13th say they found lifejackets and some debris but still no sign of the missing crew members. The non-profit group the United Cajun Navy has been conducting the search after a coast guard search was suspended, the lift boat Seacor Power capsized in stormy weather off the coast with 19 people aboard, 6 were rescued, the bodies of 6 other were recovered, 7 remain missing and are presumed to be dead.

Crude oil futures’ price dipped modestly today amid continued worries about how fast global demand could bounce back from the corona virus pandemic, oil fell 23 cents a barrel to settle at 61.91 a barrel in New York.
